Since the 2019 California Association of Health Plans Annual Conference, the world has been gripped by a terrible pandemic that has taken a toll on most of the planet. Many families have lost loved ones. Billions have suffered through isolation, fear, and their lives were changed dramatically. For California’s Health Plans and all of our partners in providing health care coverage and services to millions of Californians, the impacts to our health care system have been profound and are not yet finished. First, we here at CAHP, would like to thank everyone for the actions you have taken as organizations, communities, and individuals in helping get through these times.
There were many changes in health care over the past two years. Some were temporary and some were permanent. Federal policies have been enacted, repealed, proposed, discarded, and changed. A new President is looking to bolster the Affordable Care Act while California’s policymakers have doubled down on our commitment to its success.
Meanwhile, California’s health care officials took their own actions to protect our state and provide support for our health care system. But even amid the turmoil and tumult, they have been looking toward the future and planning for improvements. California Governor Gavin Newsom has dedicated enormous investments in health that will drive years of design, implementation, measurement and transformation.
Covered California is rolling out increased subsidies and breaking enrollment records. The Department of Health Care Services is launching an ambitious redesign of our Medi-Cal program. The Department of Managed Health Care is implementing major new laws expanding behavioral and mental health services.
