Seminar Series

The California Association of Health Plans Seminar Series provides great depth, technical insight and information to help industry professionals improve their daily operations. Since 2004, we have offered a wide array of seminars on current and recurring health care issues and trends that attract a broad audience of industry peers. Past seminars have covered diverse topics such as medical management, biotechnology, disease management, pharmacy management, obesity programs, IT outsourcing and managed care trends.

CAHP offers health care industry vendors the outstanding opportunity to "host" a seminar planned, promoted and executed by CAHP staff. Through your sponsorship, you are provided access to our member health plans and unique networking opportunities while providing enormous educational value to our members and other health care organizations. CAHP manages the details of the meeting space, meals and registration, as well as program promotion in various local publications, our weekly CAHP Update, and mailings to our Master List of over 3000 contacts. The Changing Face of Medi-Cal Managed Care: Seniors and Persons with Disabilities and Dual Eligible Beneficiaries

Until recently, the majority of Medi-Cal Managed Care was comprised of mothers and children - a relatively healthy population. In a drive to provide higher quality care at a lower price, the state has increased its reliance on managed care and begun enrolling higher need populations. Last June, Medi-Cal called for mandatory managed care enrollment of Seniors and Persons with Disabilities (SPDs) in all Medi-Cal Managed Care counties. Dual Eligibles (beneficiaries eligible for Medicare and Medi-Cal) are expected to begin enrolling into demonstration projects that fully integrate Medi-Cal and Medicare in 2013.With a higher prevalence of multiple chronic diseases and greater need for non-medical services in these populations, Medi-Cal managed care will need to ensure that more than just the beneficiaries' basic medical needs are met. This seminar will consider how SPDs and Duals can successfully integrate into managed care in a way that best serves the beneficiaries. Attendees will hear from health plans, providers and beneficiary organizations about how Medi-Cal Managed Care can most effectively meet the needs of these fragile populations.

SB 946 - Autism Coverage Mandate: What Does it Mean to Your Health Plan

With increasing numbers of children diagnosed with autism spectrum disorder (ASD), many states have required health insurance to pay for treatments previously considered educational services. California last year passed Senate Bill 946 that mandates the coverage of behavioral health treatment for pervasive developmental disorder and autism in California. The new law requires coverage effective July 1, 2012.

While SB 946 provides some guidance on Applied Behavioral Analysis (ABA), the reach of the new provisions including benefit design, cost, and effectiveness remain unclear. The Department of Managed Health Care (DMHC) is working to develop recommendation on these issues; however, health plans must act immediately.

Tackling this new mandate will require substantial change and development of new systems within the health plans. This seminar will consider both the legal and regulatory requirements of SB 946 as well as key operational issues plans must address prior to the July 1, 2012 implementation deadline. Topics will include the development of contracted behavioral health services networks, provider credentialing, benefit designs for behavioral health services, internal utilization management and operational challenges affecting prior authorization and claims processing. Attendees will better understand the extensive tasks necessary to implement mandated autism services.
